Bureaucracy is an intriguingly persistent structure. While some argue it is the source of centralized efficiency and organizational effectiveness, many more suggest it is the deranged product of power-mad functionaries with too many delusions of grandeur and not enough friends.
What is curious is bureaucracy’s remarkable persistence. For an organizational form of working and organizing that seemingly only benefits those at the apex of the organizational pyramid—and is often a cumbersome, inefficient, time-consuming and maddeningly plodding means of getting anything done—bureaucracy is astonishingly resilient.
Where did it come from and why? Why does it exist and why does it persist? What is its evolutionary basis, and why is it so adaptive and enduring in the face of providing so seemingly little value? How is bureaucracy able to infiltrate and assimilate seemingly thriving and creative organizations and transform them into calcified and ossified fossils, incapable of adaptation and resistant to innovation?
